Chapter II Organizational Life System of Party Branches

Article 9 Party branch party member meeting: usually held    in the first month. Main contents: implement the party's principle of democratic centralism, strengthen education, management and supervision of party members, and enhance the party's organizational concept; give full play to party democracy, enable party members to better exercise their democratic power, and exercise effective supervision over the work of party branches; unify the thinking of party members, mobilize the enthusiasm of party members, and better accomplish the tasks undertaken by the party branch.

Article 10  Party branch committee: it is generally held     a month, and can be held at any time if necessary. Main content: the development of ideological and political work and party member education, the implementation of the instructions and decisions of the higher party organization, to ensure the completion of work and learning tasks; the development of party members, the selection of cadres, and the rewards and punishments for party members.

Article 11  Earnestly give good party lessons: one is the basic knowledge education of the party based on the party constitution; the second is the education of party history and the party's fine traditional style; the third is the education of party building theory; the fourth is the education of the party's line, principles, and policies; The fifth is the party's regular ideological education.

Chapter III System for Building a Clean and Honest Party Branch

Article 12  All Party members should conscientiously study Marxism Leninism and Mao Zedong thought, adhere to the four basic principles, unswervingly implement the party's line, principles and policies, and maintain a high degree of consistency with the Party Central Committee in politics, ideology and action.

Article 13  Abide by discipline and law, be honest and diligent, be impartial and responsible, do not abuse power for personal gain, do not accept bribes, work hard, do not extravagance and waste, and do not default on public funds.

Article 14  Strictly implement all regulations, be loyal to their duties, work diligently, and continuously improve work efficiency.

Article 15  Keep close contact with the masses, warmly receive the visiting masses, and deal with relevant matters or issues raised in a timely manner.

Article 16  All party members must firmly establish the idea of serving the people wholeheartedly, consciously abide by this system, and criticize and educate those who violate the system, and deal with them seriously.

Chapter IV System of Collection, Management and Use of Party Fees of Party Branches

Article 17  Party members have the obligation to pay party dues. The collection standard of party dues is 50 yuan/month for each practicing lawyer and 20 yuan/month for each paralegal and administrative staff.

Article 18  A probationary party member begins to pay party dues from the day when he is approved as a probationary party member by the general meeting of the branch.

Article 19  If a party member fails to pay party dues for 6 consecutive months without justifiable reasons, he shall be dealt with as leaving the party on his own.

Article 20  Party fees shall be collected by all Party branches, the registration form for collection of Party fees shall be filled in on schedule, and the Party fees for that year shall be paid to the Party Committee of the Lawyers Association during the annual inspection and registration period (May) of each year. After the Party Committee of the Lawyers Association has collected them, they shall be handed over to the two new organization working committees of the municipal Party committee according to the prescribed proportion.

Article 21 Party members voluntarily pay more than 1000 yuan in one lump sum, all of which shall be turned over to the CPC Central Committee.

Article 22  The use of party membership dues should adhere to the principles of making overall arrangements, keeping expenditure within the means of income, balancing revenue and expenditure, and making slight savings.

Article 23  Party dues must be used for party activities, mainly as a supplement to the education of party members. The specific scope of use is:

           (1) training of party members;

           (2) subscribing to or purchasing newspapers and periodicals, materials and equipment for conducting education on party members;

           (3) to commend advanced grass-roots party organizations, outstanding communist party members, and outstanding party workers;

           (4) Condolences or subsidies to Party members in difficulties.

Article 24  each expenditure of party membership dues must state the reason, purpose, amount, etc. of the expenditure, and have a legitimate invoice.

Article 25  Party membership fee management should be the responsibility of a person, the implementation of two lines of revenue and expenditure, accounting, cashier separate. At the end of each year, the party membership bills collected will be bound into a book in a timely manner and filed for the record. Do the accounts match, the accounts match, the accounts match.

Article 26  The Party branch shall report the collection and use of Party membership dues to the Party committee at the higher level every year and accept the supervision of the Party committee at the higher level.
